  2. Connect VCC Port to Pin-20 (VCC) of ICBase-3 (74HC191).
  3. Connect GND Port to Pin-8 (Ground) of ICBase-3 (74HC191).
  4. Connect GND Port to Pin-4 (Input) of ICBase-3 (74HC191).
  5. Connect Input-0 to Pin-5 (Input) of ICBase-3 (74HC191).
  6. Connect Clock port of 5Hz frequency to Pin-18 (Input) of ICBase-3 (74HC191).
  7. Connect Pin-3 (Output) of ICBase-3 (74HC191) to Output-0.
